Regulatory strategy for a major African distribution utility
Summary

Kuungana developed a regulatory strategy for Uganda’s main distribution utility, Umeme, as part of a DFID-funded cities programme. The project was kicked off with a full day workshop with many of Umeme’s senior staff to identify key priorities to be addressed by the strategy. Recent regulatory decisions taken regarding Umeme’s investment plans were reviewed, and advice was prepared on Umeme’s future strategy in its dealings with the regulator, with the aim of streamlining the approval of investments with a positive development outcome.
